Ref 2. Comments upon desirability of Deputy Schipping master holdings Mutter Mariner's certificate.

The Board of Trade statement in para. 2, that

in 1934 it was considered necessary that the Deputy

Shipping Master should possess a Master Mariner's

streetly steading, accurate

Certificate, is not, togethan wegavant since that

despatch referred to his assistant, but their mistake

does not seem to me to affect the issue.

I suggest that we should refer back to

Hong Kong as in draft herewith. There is no great

urgency as the vacancy will not occur until the end

of the year.
